THE DEVELOPMENT

Located in the South Park neighborhood of downtown Los Angeles, between 14th & 15th Streets and Broadway & Hill Streets, Alveare is set to revolutionize the neighborhood with 303 affordable, service-enriched residences. The development will include family, senior, and permanent supportive housing, alongside community-focused retail spaces and a publicly accessible park.  

The first phase of the three-phased development will be 105 units for low and extremely low-income families. (Average income of less than 40% AMI.) The second phase will be 100 units of affordable apartments for seniors, and the third phase will be 98 units of permanent supportive housing for individuals exiting homelessness. Each of the three phases will be a standalone building and independent, so the buildings can be constructed in any order depending on funding. 

Alveare will provide $15 million of transit and infrastructure improvements to the area, including new sidewalks, illuminated crosswalks and bike lanes.  When completed, the proposed development will be the largest affordable housing development in downtown LA. 

THE TEAM

Alveare is being developed by the public-private partnership of Related California, the Weingart Center, the Housing Authority of the City of Los Angeles, and the State of California.

The Housing Authority of the City of Los Angeles (HACLA) was established in 1938 and has grown to become one of the nation’s largest and leading public housing authorities, providing the largest supply of quality affordable housing to residents of the City of Los Angeles. HACLA is committed to preserving, enhancing, and expanding deeply affordable housing and improving the quality of life for Angelenos with a focus on People, Place, and Pathways to Opportunity. Initially centered on the development and management of affordable housing, HACLA has undergone a transformative journey, expanding its scope to offer a comprehensive range of programs, services, and amenities aimed at enhancing the overall health and well-being of residents and the wider community. This evolution underscores HACLA’s commitment to not only providing housing but also fostering environments that support thriving individuals and communities.

 
 

Established in 1983, the Weingart Center of Los Angeles is a 501(c)(3) nonprofit agency that provides individuals experiencing homelessness and low-income households with essential tools to stabilize their lives, secure income, and find permanent housing. 

As one of the best comprehensive human services organizations in the western United States, Weingart Center is committed to removing barriers that keep people from housing. With multiple Interim and Permanent Supportive Housing solutions throughout the greater Los Angeles area, the Weingart Center addresses the needs of seniors, Veterans, women, members of the LGBTQAI+ community, the formerly incarcerated, and many others experiencing homelessness.  

Weingart Center’s housing programs go beyond emergency shelter by providing housing along with comprehensive wraparound services, which include case management, orientation, medical and mental treatment, coordination of services, advocacy, referrals, and other related services, which are tailored to an individual’s needs and are designed to break the cycle of homelessness. 

 

The Department of General Services

 

The Department of General Services is responsible for identifying state owned property excess to the needs of state agencies that can be developed for affordable housing, pursuant to the Governor’s Order Executive Order N-06-19. The Executive Order created the Excess Sites Program, a partnership between the Department of General Services and the Department of Housing and Community Development to prioritize sites located in urban areas where the need for housing is acute and access to public transportation, jobs, schools and services provides greater opportunities for housing occupants.  The former Employment Development Department (EED) buildings that were built over sixty years ago will be demolished. The EDD office was relocated to a more modern site in downtown Los Angeles.

 
 

The California Department of Housing and Community Development helps to provide stable, safe homes affordable to veterans, seniors, young families, farm workers, tribes, people with disabilities, and individuals and families experiencing homelessness. They administer a wide range of programs that produce, preserve and protect affordable housing and communities of opportunity across the state, promoting safe, affordable homes and vibrant, inclusive sustainable communities for all Californians.
